Born Orva Cecil Green, to Harriet "Hattie" (Bloom) and Mr. Green, Orva took his stepfather's (Jackson B. Frost) surname when his mother remarried. He was a full brother to Wilburt Lester Green Frost and a half brother to Moyle John Frost. When he was twelve years old he lost the sight in his right eye in an accident.

Orva married Maude Wayman September 16, 1912 in Aberdeen, South Dakota. To this marriage six children were born: Howard James and Harold Jackson (twins), Elenora May (Carroll), Mildred Hattie, Wallace Reid "Jack", Wilfred Wayman, and Bonnie Marie (Baade). Mildred died at age 16 of spinal meningitis and preceded her father in death.

Orva farmed or ranched and later, for eleven years, he worked as an engineer keeping the furnaces going at the State House in Pierre. He enjoyed carpentry, hunting, fishing, and raising a big garden.

Orva burial was in the Riverside Cemetery, Pierre, SD on June 15, 1959.
