James was the fourth of the six children of Samuel and Susannah (Pool) Townsend. His middle name was for his paternal grandfather, Rev. Sheldon Townsend.

On January 19, 1881 James wed Sarah Rowena Bradlee in Lewiston. The couple had four sons. They resided in Lewiston where James served as the Chief Constable.
