Chief James E. Blackburn, Sr., 59, died Sunday (January 2, 2005) at Satilla Regional Medical Center following a short illness. He was a native and lifelong resident of Waycross. He was preceded in death by his mother, Betty Green Blackburn and a brother, Rick Blackburn. He began his career with the Waycross Police Department in November 1968 and became Chief on September 15, 2000. He has worked in all phases of the police department including, patrol, general investigations, drug investigations, and administration and has held every rank in the department. He graduated from Waycross High School in 1963 and received a B.S. in Criminal Justice in 1974 from Valdosta State University. He received training at the FBI National Academy, Georgia Law Enforcement Command College, and the Columbus State University in 2001. He is a member of the Georgia Chapter of the FBI National Academy Association, Georgia Peace Officers Association, International Association of Chiefs of Police, and the Georgia Police Chiefs Association. He is a member of Second Baptist Church, Discipleship Sunday School Class, Exchange of Waycross, YMCA Board of Directors and Executive Board, Frank C. Folks Lodge # 192 F&AM, Waycross Shrine Club, and the Waycross/Ware County Chamber of Commerce Board of Directors. The survivors include his wife, Bonnie Giddens Blackburn of Waycross; a daughter, Stacy Carson (husband Mark) of Norman Park; a son, Jim Blackburn, Jr. (wife Beth) of Waycross; two grandchildren, Bailey and Hayden; his father and step mother, E. O. and Margaret Blackburn of Waycross; four sisters, Jeane Myddelton (husband Jimmy) of Tallahassee, FL, Sandie Hodges of Waycross, Sue Welch (husband Lewis) of Waycross; Jill Tompkins (husband Dan) of Gardiner, MT; his father-in-law and mother-in-law, A. K. and Wilma Giddens of Waycross. A funeral service will be held 2:00 p.m. Wednesday (January 5, 2005) at Second Baptist Church. Burial will be in Oakland Cemetery. The family will be receiving friends at Music Funeral Home Tuesday night from 6 until 9 o'clock. All law enforcement officers and members of the Exchange Club of Waycross are asked to gather at the church Wednesday at 1:30 p.m. to serve as honorary pallbearers.
