Charles was born in Elgin, Union County, Oregon City. He was marshal for a couple of years in the late 1800s. He then enlisted in the military on May 10, 1898 and was assigned to the Oregon 2nd Infantry company D and was honorably discharged on August 7, 1899. Then on the following year he married Nora Florence Fine on her birthday June 3, 1900. He worked in the local lumber yard for a several years and then worked as armed postal clerk on the steam engine trains for a number of years before he passed away on Sept 2, 1940 in La Grande, Union, Oregon. He leaves behind his beautiful loving wife of 40 years, his children Myron F Chandler, Lloyd Russell Chandler, Lyle L Chandler and daughter Jeannie Chandler and a number of grandchildren.
