Thomas was the son of James Kier 1767–1789 and Elizabeth Bush. Thomas's father tragically died the same year that Thomas was born in 1789 by drowning in Black Leg Creek, Indiana County, Pennsylvania. Thomas' mother, Elizabeth, then married the brother of her deceased husband, David Kier, who raised Thomas as his own son.

Thomas spent his life in Indiana County, Pennsylvania and in 1811 he married Mary Molly Martin 1795–1863. Their children include the following:

Robert Kier 1815–1816
James M Kier 1817–1876
Mirth Mary Kier 1817–?
Eliza (Kier) King 1820–1898
Hannah Kier 1823–1899
Anna (Kier) Kennedy 1835–1916
