In 1860, he was a laborer living in Dillsburg, York County, Pennsylvania, and stood 5' 4" tall with sandy hair and blue eyes.

A Civil War veteran, he enlisted in Franklintown, York County, September 2, 1864, mustered into federal service at Harrisburg as a private with Co. I, 209th Pennsylvania Infantry, and honorably discharged with his company May 31, 1865. He is on the company register as "Harman." In June 1865, while in Camp Curtin, Harrisburg, awaiting final muster-out, he and comrade George P. Spangler got into a "playful tussle or wrestling match" that apparently got a bit too rough. Herman ended up with a dislocated left knee that left him with a limp the rest of his life.

After the war, he returned to Dillsburg but shortly thereafter moved to Mechanicsburg, Cumberland County, then resided in Glen Rock, York County, and returned to Mechanicsburg and various other Cumberland County locations before settling in Dickinson Township. He married Margaret H. Harper April 17, 1883, in Hockersville, Cumberland County, and died in unincorporated Centerville.
