Son of William Preston Anderson (1774–1831) and Margaret Lapsley Adair (1794–1875). Thomas moved to Texas in 1852 and practiced law as an attorney. He took the oath as Texas Secretary of State on 22 December 1857 and served 2 years. Thomas married Mary Walker McNeill Harper, the sister of Colonel Henry McNeill, on 30 January 1858 in Travis County, Texas.

He served as delegate to the Texas Secession Convention held in Austin, Texas in late January and early February 1861.

Scott was appointed Colonel in the Confederate States Army on 27 April 1864 by Gen. Magruder and mustered in the Border's Regiment, Texas Cavalry (aka Anderson's Regiment).

Paroled 21 June 1865 in Houston, Texas.

An obituary called "A MAN OF BRILLIANT INTELECTUAL ACHIEVEMENTS... AS TENDER-HEARTED AS A WOMAN."
