He was born April 19, 1910, in Westminster, MD, the son of the late John and Lydia Lippy Garner.
Mr. Garner was a dairy farmer and a member of the Carroll County Farm Bureau. He worked at the maintenance department for the Carroll County Board of Education.
He was a life member of the Carroll County Ag Center and the Meadow Branch Church of the Brethren.
Mr. Garner was the husband of the late Margaret A. Bare Garner and is survived by brother-in-law, Robert Bare of Hampstead, MD; a sister-in-law, Mary Strine of New Windsor, MD; also survived by numerous nieces and nephews.
He was predeceased by siblings, Ralph, Rachael and Gladys Garner.
Interment was in Meadow Branch Cemetery, Westminster.
