Shelby was from an emancipated family residing in Marshall County, Kentucky. His mother was Dicey, born about 1798 in South Carolina. When Shelby was a teenager, he was earning a wage as a farmer while living in the home of Peter Gardner. Dicey was solely caring for her two younger sons at this time.

His father is believed to be William Whitesides, an Irish immigrant living in Calloway Co., Ky. He is mentioned in the 1842 will of Hugh McRacken:
"William Whitesides in his lifetime did constitute myself his heir as appears on record in the Clerk's office, Calloway County, state aforesaid though in fact only an agent in trust for the benefit and use of certain persons of color by him emancipated as appears also of record in the clerk's office afs'd, the avails of his Estate at my discretion to be distributed to the mother and children by him emancipated, and none else."
