He was known by most as "Joe" or "Judge Bertram". He was the son of Rowena (Hurt) and Ahial Bertram of Wayne Co., Kentucky. Joe married Serena Fletcher "Sis" Frost on 14 Jun 1878 in Wayne Co., Kentucky. They were the parents of seven children: Lucius, Cora Lee, Margaret, Mollie, Dean Gordon, William Bennett, and John Charles.

From the ALBANY BANNER, Clinton Co., KY, Jan. 7, 1892: "JOE BERTRAM was born in Wayne Co., Ky. He proved himself to be a good student and made good progress in his studies. He taught school and saved money enough to carry him to college. He attended the college at Lexington, where he secured a fine education. About the year of 1876, he was elected to the State Senate. After his term in the Senate he made the two races for Congress, but was defeated in convention. In 1890 he was chosen judge of his native county, which position he now holds. E.B."

Educated and credentialed as an Attorney, he served as Wayne County Judge from 1891-1895. Also he was in the mercantile business, and was President of the Monticello Banking Company from 1909-1919.

Judge Joseph Bertram, age 72, died in his rooms over the Monticello Bank, Tuesday morning at 2:10 after an illness of several weeks duration. Deceased was born near Sunnybrook on Dec. 5th, 1847. He was a school teacher for a number of years and a good one. In 1885 he was elected State Senator from this district defeating the late Dr. Godfrey Hunter. In 1888 he was defeated for the Democratic Nomination for Congress from this district by a Mr. Botts, by Whitley county switching from Bertram to Botts, we were then in the Third District which was Democratic and the nomination was equivalent to election. On the first Monday in August 1890, he was elected County Judge defeating the late Bart Huffaker, taking his seat on September 1st, succeeding Judge E.K. Haynes. He was defeated for re-election by Judge S.H. Tate.

On the 14th of June 1878, he was married to Miss S.F. Frost of Gap Creek, who died several years ago, from which union the following children survive, Mrs. P.O. Shearer of this city, Mrs. S. Buck of Somerset, Mrs. W.H. Argabrite of Cincinnati, Lucious Bertram of Colorado, Bennett Bertram who is in the Army, stationed at present at Brest, France; Charles, who is in the Army, at present at Camp Taylor and Gordon, who recently returned from France.

Judge Bertram was elected President of the Monticello Banking Company at it's organization in 1895 and under the wise management of himself and co-workers, the bank was held first place among the Honor Roll of banks of the State for several years, the stock grew being worth $600 per share.

The funeral services were held at the Baptist Church, of which church he had been a consistent member for many years at 10:30 Wednesday morning, the service being conducted by his pastor, Rev. J.E. Baird, after which the remains were taken to the Elk Spring Cemetery for burial.

The pallbearers were W.L. Baker, J.C. Phillips, J.R. Wilhite, S.H. Berry, D.C.B. Rankin and G.M. Hedrick.
