Jeanne Warnock grew up in Farmington, Utah, and graduated from the School of Nursing at the L.D.S. Hospital in Salt Lake City, Utah. She met her husband W. Raymond Holmes, while they were at St. Vincent's Hospital in New York City. Jeanne was for many years an X-ray technician at Waterloo Memorial Hospital.

After moving to Waterloo, she was active in Alpha Beta Chapter of Phi Beta Psi Sorority, first as Vice-President, 1931-32; then as President, 1933-34.

After the Pearl Harbor attack by the Japanese....The Women's Division of Civilian Defense was organized in early December. Jeanne Holmes was chairman of the Waterloo unit. This organization registered the names of all county people volunteering for emergency work, and proved to be a great help in carrying out the programs instituted for the protection and health of the county during the war.

In mid-May, 1942, news came that a vast naval training center would be located in Seneca County on Seneca Lake, to be known as the U. S. Naval Center, Sampson, N.Y. In June, 1942, the Waterloo Defence Council completed its organization to comply with the New York State Emergency Act. The Civilian mobilization, was headed by Jeanne Holmes.

After a debilitating stroke in 1958, she retired from public life. A second stroke in December 1964 claimed her life.
