Mr. Owens, a native of Norfolk, retired from civil service after 40 years. He was a member of Brentwood Baptist Church, Corinthian Masonic Lodge 266 AF & AM, International Brotherhood of Electrical Workers 734 and NARF Chapter 66.
Survivors include his wife, Maxine Alice Owens; a daughter, Patsy Klemstine of Norfolk; a stepsister, Norma Auston of St. Petersburg, Fla.; four grandchildren; and six great-grandchildren.
The funeral will be conducted at 2 p.m. Monday in Hollomon-Brown Funeral Home, Tidewater Drive Chapel, by the Rev. John D. Sykes Sr. Burial will be in Forest Lawn Cemetery. Friends may join the family from 7 to 9 p.m. today at the funeral home and at 9315 Willow Terrace, Norfolk, after the service. Memorial donations may be made to a favorite charity.
