Frank was the son of Charles Henry Ratliff and his first wife Emma Pratt. Charles H Ratliff named Frank in honor of Charles brother James Frank Ratliff who died at the end of the Civil War in Virginia. Frank was raised in Anson County North Carolina where in 1890 he was a Sunday School Superintendant for The Morven Methodist Church He eventually moved to Cameron Co Texas where he married Anita Martines
Frank & Anita had children : Charles Henry Ratliff; James Franklin Ratliff Jr; Emma Anita Ratliff ; Evelyn"Evaline" Ratliff; & Nelson Ratliff.
