Thomas was the fourth child and third son of six children born to Elizabeth Willcoxon and Zachariah Vernon of north Texas. He was almost six years old when his father died in January, 1892. About two years later his mother married James W. Bailey of Collin County, Texas and at least two more siblings were born.
Professionally, he was a peace officer. At the time of his death (due to injuries sustained in an automobile accident) he was a constable in Ward County, Texas.
Among his survivors were his wife, Beulah Vernon and son, Thomas J. Vernon, Jr., both of Monahans, Ward County, Texas, and his sister, Etta Ella Luvada Vernon Smith of Culleoka, Collin County, Texas.
