Edwards, Frank. (Born Dyersville, IA, Aug. 11, 1874 - Died Epworth, IA, 1951). Lumberman and mayor. Possessing a "doctorate" in human relations, Edwards proprietor of the Epworth Hardware Coal & Lumber Company, knew sales and collecting. To attract customers before Christmas, he decorated the windows of his company with crisp dollar bills believing that even if the currency were taken the publicity would mean even more business. To collect debts, he founded one of Dubuque County's first lotteries. People who had their bill paid by a specific date received a ticket for a cash drawing of between $1-$200. Additional purchases of $5 or $10 by customers resulted in them receiving additional tickets. Prior to the drawing, popcorn balls were given away along with candy and peanuts. Edwards was also known for giving free milk to long-time employees. Beyond his business, hr served as mayor, member of the school board, and even coached basketball.
