Edward O. Neill was born February 19, 1881 at Hartville, Wright County, Missouri to Levi Perkins Neill and Catherine E. (Jones) Neill. Family records indicate the middle initial "O" was for Ozro. He came to Oregon sometime before 1910 and started a sheep ranch in the Butter Creek area. Some of his neighbors from back in Missouri came along to work for him.

He married Ollie May Wattenburger February 20, 1910 in Morrow County and they had four children. Three that lived to adulthood - Neva Ann, Mary Oleta and Lenna Edris Neill. Eva, the couple's first-born, died in infancy.

The sheep ranch was quite a large operation and by 1920, several nieces and nephews from Missouri had come to Oregon and were working for him. He was divorced from his wife, Ollie, in the 1920s.

Edward married Anne Grabhorn on February 26, 1929. They had two children - Edward Owen and Helen Elizabeth Neill. The family lived in Baker awhile and then Ed and Anne divorced. Edward later became a guard at the Hermiston ordnance depot.

Edward O. Neill died July 25, 1943 in St. Anthony's Hospital in Pendleton. His funeral was held July 27th with burial in the Heppner Cemetery.
