Phoebe was the third child of seven children born to William Alonzo Eby and Mary Rebecca Poyser. She married Alvin Leroy Eastman (son of James Otis Eastman and Mary Louise Frohn) on 26 Feb 1911 in Hood River, Oregon. They had five children:

Wilma Aileen

Her husband preceded her in death.
