Joe Exley was born June 22, 1912, in Gresham, Oregon. He graduated from Gresham High School and served in the U.S. Navy during World War II. He owned Exley Express Trucking and lived in the Portland area all his life. In 1939, he married Leota Lymp; she died in 1966. In 1977, he married Rita C. Shelton.
Survivors include his wife Rita; son Gary Exley; daughter Marilyn Exley-Alexander; stepdaughters Laura Johnson, Kay Taylor and Cindy Sutton; five grandchildren; and one great-grandchild.
