The modern military headstone is for a different Joseph W. Dillon II who was living in PA in 1890 Veteran's schedule. He died in PA in Dec. 1901. Per the 1900 census Joseph H. Dillon had children all born in Illinois from 1885-1898, so he could not have been living in PA. Plus his middle initial was H (for Henry) per one of his obituaries, not W.

The reason there is a flag and GAR holder is because the local Sons of Union Veterans organization incorrectly thought he was the Joseph Dillon who served in Co. C of the 80th Indiana Infantry, but that person is memorial ID # 24798734. Also there is no Joseph Dillon buried in Greenwood on the 1929 Honor Roll of veterans buried in Illinois. Therefore, based upon all the evidence, Joseph H. Dillon was not a Civil War veteran.
Sadly, the original upright monument shown in the photos was removed when the incorrect stone was installed without the permission of the cemetery.
