Dr Plummer was born in Lisbon Falls, Maine and was educated in the local schools. He graduated from the Maine Medical School in 1894 and practiced in Oakland, Me. for 12 years. He then returned to Lisbon Falls where he remained for the rest of his life.
He married Caroline Stetson in 1894. They had two children—Evelyn and Albert.
Dr Plummer was a member of the Maine Legislature in 1911, 1913, and 1915.
