Francis was a son of George D. and Catherine Sullivan.

During WWII he built munitions plants in Nebraska and aircraft carriers for Kaiser Shipyard, Vancouver, Washington. He was not in the military.

Francis married Eva Marie Kracht 13 October 1943 in Vancouver, Clark County, Washington.

He farmed the Emmet County, Iowa, farm of his father-in-law, Gottlieb Sebastian Kracht, for many years, and bought it from the estate upon Gottlieb's death. (Emmet County, Iowa, lies just across the state line from Martin County, Minnesota.)
