Stephen P. Moss came to Lake County in July 1872 and took up a homestead and purchased land in the Chewacan Valley, eventually owning about 5,000 acres of land and stocking with cattle, sheep and horses. He later purchased property in North Lakeview. Stephen and his son L. Alvin owned the Moss Telephone and Telegraph Company, the lines extending from Silver Lake to Lakeview.

Stephen was one of the men who organized and took over the State Line Milling Company and New Pine Creek, and opened a store there. Later selling to C.A. Cogswell. In 1880 he and Cogswell started the Lake County Examiner. He became interested in politics in 1875-first Justice of the Peace in Chewacan Valley- Term of County Commissioner. In 1882 the Hon. S.P. Moss was asked to run for Representative but declined. He was a Democrat but in 1894 on the Peoples Party he lost the vote for Judge, but was re-elected again around 1902. He had a large interest in the First National Bank of Lakeview and the Lake County Loan and Savings.

Stephen P. Moss married Elizabeth (Robnet or Robinet) they had four children, Lewis Alvin, William Zeely, Anna Hanna, Micajah (and or Micalah) an infant that died. Elizabeth died in 1869.

Stephen married Margaret Susan Casteel in 1870, they were the parents of Nancy Jane, Rose Janette, Ollie Stella, Pearl Susan and a son Grover C. born April 1887 and died August 1887.
