Rosetta Mann was born on 6 April 1878 in Iowa. She is a daughter of Eleazor and Rosilla (Chapin) Mann.
In 1927 Rosetta married , Spanish American War Veteran, Edwin Neel. Together they had one daughter. They remained married until the death of Edwin.
On 7 May 1946, she passed away, and is laid to rest in the Washington Veterans Home Cemetery at Retsil, Washington. There they can rest side by side for eternity.
