He was born in Tazewell, Tennessee to the late Glenn and Oma Caylor Fultz. On June 23, 1955, he married Virginia Paddock in Lafayette, and she survives.
Also surviving are three sons, Douglas Fultz (Janet) of Dallas, Glen Fultz (Grace) of Saudi Arabia and Jeffrey Fultz of Lafayette; a sister, Joanne Newby and brother, Sam Fultz (Phyllis), both of Tazewell; 6 grandchildren and 1 great-grandson. He was preceded in death by 3 brothers and 2 sisters.
He served in the U.S. Army during the Korean War.
