He was the son of Samuel Sitgreaves and Mary Kemper Sigreaves. On February 27, 1854 as L. Sitgreaves, he married Lucy Jesup at the District of Columbia.
He served in the Corps of Engineers, United States Army. He conducted the first scientific expedition across Arizona in September 1851 to explore and map the Zuni and Colorado Rivers and evaluate their navigability. He served in the Mexican War and was cited for gallantry at the Battle of Buena Vista. The Sitgreaves National Forest is named after him.
