Carroll was born in Pembroke, Me. The son of Wellington and Mary Ramsdell Pulk. He droped out of school at a young age to work to help the family. He moved to Lisbon Falls and married Florence Leavitt. They had 4 children. Florence died at a young age and he raised his children by his self. He worked for the US Gypsum in Lisbon Falls.
