Colonel Barner was the Regimental Commander of the 8th Iowa Cavalry during the Civil War.

He was a lawyer of marked ability and had occupied numerous civil positions of honor. He represented Scott county in the Sixth Iowa General Assembly, and was a member of the Methodist Church.

He was the son of John Barner, Jr (1771-1841) and Judith Ladd Barner, (1786-1820). Burial location unknown.
