Quentin was born 5 March 1908 at Browns Valley, Minnisota. He was the son of Henry Green and Luella Lavina (Eldrige) Bartlett.

He enlisted in the United States Army 5 June 1942 at St. Paul Minnisota. Quentin was discharged at Camp McCoy, Wisconsin as a Private First Class (PFC), on 15 November 1945.

Quentin passed away at the Veterans Affairs Medical Center at Seattle, Washington, on 5 March 1995. He is being buried at the Washington Veterans Home Cemetery at Retsil, Washington.
