Garland was born on 8 September 1909, in Princeton, Kentucky. He was the son of Reginald and Lala Bell (Phelps) Barnett.

He enlisted in the United States Military twice. First from 19 February 1943 to 12 September 1945, and again from 13 April 1946 until 21 February 1949.

He was also married at least twice, once to Phyllis Helen Mason, on 21 March 1961 at Sweet Grass County, Montana. Secondly to Estelle Rice Jacob, on 16 July 1979 at Seattle, Washington.

Garland passed away on 26 April 1987, and was buried in the Washington Veterans Home Cemetery at Retsil, Washington.
