Lowell was born in Tennessee moving with his family to Highland Park, California in 1910. He and his brothers Seaborn and Nathan loved to fish, and hunt. He had two sisters, Velma
and Edo.

He worked for his father as an operator in the oil fields in Kern, CA. He was registered for the draft in 1917, and fought in Europe during WWI.

He married Berte in 1922, they had one daughter, Laura Madelyn Hale Hickle.
