Officer Stinger was the son of John Stinger and Ella McGarvey. He married Jennie Murphy (born 1891 on August 31, 1907 in Delaware and had eight childen, including Norman Sidney Stinger (1908 - 1988) and Genevieve Stinger (1923 - 2002).

Officer Stinger was 41-year veteran of the Philadelphia Police Department. He first appeared in the news on February 8, 1912 when he stopped a horse in a funeral procession from bearing down on a frightened ten-year old girl at Fifteenth and Ellsworth Sts. Patrolman Stinger of the Twentieth and Federal Streets station was seriously injuried in the line-of-duty. The horse was spooked by the tooting of a horn. Stinger threw the child out of the horse's path and took the brunt of it, being tossed into a nearby fireplug and susptaining a broken arm.

Patrolman Stinger was again in the news on May 21, 1920 when he was the second officer on the scene at 2600 block Annin Street in South Philadelphia in response to a crazed male shooting pedestrians with a rifle. He was patrolling on footbeat in the next block when the shooting occurred. The male was shot and killed by police after he killed a seventy-year old street cleaner.

Officer Stinger suffered critical injuries when he was struck by a truck while enroute to check a burglary alarm at 1361 Ridge Avenue (Ridge Avenue near Broad Street) on January 14, 1949 at 5:15 p.m. The alarm was at a heating and roofing plant that later turned out to have been caused by a short circuit. He succumbed to his injuries eleven days later.
