Howard Kyle Bice was born on August 10, 1935 to Kyle Hall Bice and Mary Alma Harris in Jefferson County, AL. He was the oldest of four children: Mary Ann, Charles Edward "Ed" and Linda.
Howard moved to Vancouver, WA from New York, in 1949 and graduated from Vancouver High School in 1953. While in high school, he served as president of the photography club.
On June 19, 1959 he married Mildred Louise "Michelle" Alexander and they had two sons.
During his lifetime, like his parents, he was an active member of the Smiths-Reynolds American Legion Auxiliary Post 14, serving in leadership roles there.
