Joseph Hemphill was a Representative from Pennsylvania. He was born in Hornbury Township, Chester County, PA, January 7, 1770. He received an academic education and graduated from the University of Pennsylvania in 1791. He studied law and was admitted to the Bar in 1793. He began to practice in West Chester, PA. He was a member of the State Assembly from 1797 to 1800. He was elected as a Federalist to the Seventh Congress (March 4, 1801 to March 3, 1803). He moved to Philadelphia in 1803. He was appointed the first President Judge of the District Court of the City and County. He was elected to the Sixteenth, Seventeenth, Eighteenth, and Nineteenth Congresses, and served from March 4, 1819 until his resignation in 1826. He was elected as a Jackson Democrat to the Twenty-first Congress (March 4, 1829 to March 3, 1831). He was a member of the State House of Representatives from 1831 to 1832. He died in Philadelphia on May 29, 1842.
