Waller was the son of Richard and Lucy Barksdale Rothwell. He was a veteran of the Mexican War (1846-47 in Co. H, 2nd Regiment, Tennessee Volunteers). He married Annis Mae Galloway in TN and they moved to Hempstead Co., Ar., with many of the Galloway family shortly thereafter. Waller and Annis had two sons, Wm Thomas and John Richard. After Waller's death, Annis married John Ross, Sr.
