Ensign W. F. Payson, USNR, was designated Naval Aviator #6186 in 1939. He entered active service via the pre-war Aviaton Cadet (AVCAD) program. Commander Payson served in World II as well as Korea prior to retiring.

Commander Payson had three marriages; his first, on May 27, 1941, being to Mrs. Grace (Sanderson) Rice; the second to Mrs Katherine (Shefton) Theobald; and his third, in January 1985, to Mrs. Mary Day (Robinson) Batiste.

William's siblings were three brothers; Perry, Harold, Jr., and Alexander.
