He was the son of Jacob Bliss and Eunice (Bennett) Bliss.

Monroe G. Bliss b: 1 Mar 1852
Jacob H. Bliss b: 5 Apr 1854
Jennie A. Bliss b: 22 June 1856
E. Ellsworth Bliss b: 6 July 1860
Ina A. Bliss b: 1 Mar 1867


Samuel held a Lieutenant's commission in the New York State militia, when his age cleared him from duty. He also held, in 1878, the officer of Commissioner of Highways in Salisbury, -- that being his 13th year.
