Howard was born, the youngest of five children to William Russell and Maude Marietta Hinman Buzzell, 11 February 1908, at Tacoma, Pierce, Washington. He was named after William Howard Taft who was campaigning for President of the United States the year Howard was born.

The family moved to Southern California. Howard went to work as a Sound Technician for Warner Brother's Studios.

He married Emma LaVerne Tubbs in 1927 and she and their daughter Marianne died in childbirth 23 December 1935, which was very difficult for Howard.

He met Ann Burton, the niece of Howard's brother-in-law, who had come to California from Star Valley, Wyoming to attend Los Angeles Beauty College, and stayed with her Aunt and Uncle, Vie and Ralph Rainey.

On 7 August 1937 he married Ann. Together they had four children, Howard Dale, Jeanne Lynne, John Burton, and Allen Burton. John died shortly after birth.

Howard struggled with alcoholism and after 13 years their marriage ended in divorce.

He was a very talented man in carpentry, photography, repairs of any kind and in the movie industry.

Howard wanted to be cremated and his ashes scattered over the Pacific Ocean, which his youngest son, Allen, a licensed pilot, wanted to do for the father he never knew.
