There is evidence to suggest that James Simmons was a son of Benjamin Simmons Sr. of Hancock County, Georgia. (Benjamin Simmons Jr., 1742–1814, born 25 APR 1742 • , Southampton County, Colony of Virginia, British America, Kingdom of Great Britain, died 07 NOV 1814 • Mayfield, Hancock County, Georgia, United States of America Memorial # 81504538 )

There is a will record in Hancock for Benjamin Simmons Sr. in 1813 and proved in court in Nov 1814. Among the legatees is his son James Simmons. James is also named as a co Executor with his brother Benjamin Simmons Jr.
In addition there is a James Simmons on the 1820 and 1830 census in Hancock along with others including Benjamin Simmons.

Some sources have him listed as the son the son of John Simmons (1712-1797) and his second wife Rebecca Cullifer (1760-) - Rebecca's maiden name is not proved; submitted by a Simmons family researcher -- here for reference.
