Born Alfred Starr Dare, he was the son of John Thomas Dare (1842-1912) and Mary Annette (Martin) Dare (1855-1933).

Starr Dare married Caroline Thrash on July 22, 1895, in Alameda County, California; the marriage was brief.

He married Abbie Viola Taylor, daughter of Clay Webster Taylor and Viola Wilcox, on May 17, 1897, in Redwood City, San Mateo County, California; they were married until his death. The couple had one child, a daughter, namely:

CLAY STARR (DARE) FELCHLIN [Mrs. Alois Hubert Felchlin] (1898-1955).

According to a pension request filed by his widow, Abbie V. Taylor Dare, her husband died on December 31, 1898, at Huntsville, Alabama, of a gunshot wound which was not service related. At the time of his death, he was in the Army and had recently served in the Spanish American War in Cuba.  He left one child, Clay Starr Dare, born September 4, 1898.
