He was the son of Enos Tart and Sarah Smith Tart, and was the husband of Susannah Johnson Tart. He served as the Clerk of Court for the Marion District and was the contrctor for the district's 1823 courthouse. He also served as the Sheriff of Marion County, as well as representing the county in the S.C. House of Representatives and the S.C. State Senate.
