Issac and Ruth Blair both joined the Church of Latter Day Saints (LDS) as teens. They reportedly eloped in Wales; they were married on April 20, 1850, in Eglwysilian, Glamorganshire, Wales.

They were listed in the 1861 census as residing in Bromley, Middlesex, England. They left England and came to the U.S. in 1868, after which they crossed the plains and came to Utah with the Rawlins Co. In 1880 they were residing in Lewiston, Utah; in 1900 they were living in Birch Creek, Utah.
