US Congressman. His family moved to Talbot County when he was two years old, and he graduated from the University of Georgia in 1855. He served in the Confederate Army during the Civil War as a Captain in the Third Georgia Cavalry Regiment. At the end of the war he returned to Talbot County, where he became a farmer and was a founder of the Merchants and Planters Bank of Talbotton. In 1878 he was a successful Independent Democratic candidate for the US House of Representatives and served one term, 1879 to 1881. He was an unsuccessful candidate for the Democratic nomination in 1880, afterwards returning to his farm. Persons then studied law, was admitted to the bar, and began a practice in Talbotton in 1885. From 1898 until his death he was Judge of the Talbot County Ordinary Court, and he was a Trustee of the University of Georgia from 1896 until his death. He died suddenly at his home shortly after returning from a Trustees meeting in Athens.
