US Congressman. He graduated from the University of Georgia and became a farmer, also becoming active in the life insurance and estate planning business. Hagan served five terms in the Georgia House of Representatives and one in the Georgia Senate. He resigned from the legislature and enlisted for World War II, serving two years in the Army Signal Corps. After returning home Hagan became Secretary-Treasurer and Deputy Director of Georgia's Workmen's Compensation Board. From 1951 to 1952 he was District Director of southern Georgia's Office of Price Stabilization, and in 1953 he became Deputy Director of OPS's Atlanta Regional Office. In 1960 he was elected as a Democrat to the US House of Representatives and served six terms, 1961 to 1973. he was an unsuccessful candidate for reelection in 1972, losing the nomination to his former assistant Bo Ginn. After leaving Congress Hagan lived in retirement in Sylvania, and the post office in his hometown was named in his honor.
