Son of Jacob Cler and Catherine DeViller Cler who came to Illinois from Alsace-Lorraine, France. They were farmers, and Charles grew up on the farm, attended school at Pesotum, and stayed on the farm until after the death of his parents. In 1906, he sold out in Pesotum and moved to Muenster, Texas where he bought land and began farming.

In 1942 he served in WWII.
