He was born August 4, 1918, at Liberty, son of the late William and Hattie Wolfe Fisher. He was a retired union laborer with the AFL-CIO, a member of Liberty Tabernacle Church and an Army veteran of World War II.
Roscoe will be sadly missed by his dear wife of 43 years, Frances Phillips Fisher; son, Varrell Phillips of Charleston; daughter, Diane Landers of Cedar Grove; sisters, Janie Fisher of Eleanor and Marie Harrison of Columbus, Ohio; nieces, Helen Martin of Poca; great-nephew, Josh Martin of Teays Valley; four grandchildren; five great-grandchildren; and a host of nieces; nephews; and friends.
In addition to his parents, he was preceded in death by one daughter, Betty Ann Fisher.
