Francis was born in Plymouth, Plymouth Colony. Three of his grandparents were passengers on the Mayflower.

The date of Francis's death is not known. According to Harold F. Sturtevant, Francis "made his will 28 October 1732 and added a codicil 15 May 1736. The will was probated 18 September 1746; and an inventory of his estate made 6 October 1746, but the exact date of his death has not been found". He died in Kingston, Plymouth county, Province of Massachusetts Bay.

He might be buried in the Old Burying Ground in Kingston, MA, as could be presumed since his wife and some children are buried here, but no marker has been found here.
