Jim was born to Raymond and Mable Crews DeBerry in Sherman, Texas. He was a graduate of Sherman High School, received his BS from Austin College and his master's degree from the LBJ School of Public Affairs in Austin, Texas, where he was the Clarence Ridley Scholar. He married Fredericka "Schotsie" Richter on December 23, 1961.
At the time of his death, he was Assistant General Manager and Hearing Examiner of the Harris-Galveston Coastal Subsidence District and Fort Bend Subsidence District. He had previously served as Assistant City Manager of Austin, Texas, City Manager of Edinburg, Texas and of Greenville, Texas. He was survived by his wife, daughter, Jennifer Louise Fredericka DeBerry of Austin, two sons, James E. Jr., Geoffrey M., both of Clear Lake; parents of Sherman and brother, Michael of DeKalb, Texas.
