U.S. Navy Officer, Veteran of the Mexican-American War and the Civil War. Born in 1829, he was the son of James H. and Rachel Hough Looker. He attended the U.S. Naval Academy and became a Midshipman in the U.S. Navy on November 6, 1846. He served in the Mexican-American War and was appointed as an officer in 1853. After serving for the United States during the Civil War, he became a Fleet Paymaster for the South Pacific Squadron, served on the squadron's flagship, the U.S.S. Powhatan, and sailed around Cape Horn to Panama. Looker became the Pay Director in 1871 and was the Assistant Secretary of the Navy in 1877 and 1878. He was appointed as the Paymaster General in March of 1890, but resigned due to ill health. He retired in 1891 at the rank of Commodore. Looker had lived in Ohio, Missouri, and Maryland, was a close friend of President Rutherford B. Hayes, and died in Washington D.C. in 1910. He was buried with his family at Spring Grove Cemetery in Cincinnati, Ohio. Looker was the husband of Lucilia Brigham Looker (married in 1857) and the grandson of Ohio Governor, Othniel Looker. He was the father of six children.
