Arthur Phillips was the son of Theodore F. and Viana L. Murfield Phillips in the Empire Township of Mc Lean County, Illinois. They were very successful farmers close to the town of Le Roy.
On Sept 16, 1911, Arthur married Lena May Robertson and he continued farming for a short time. He also turned his interest to the grocery business for a short time before moving his family to South Bend, Indiana and becoming a builder and real estate developer.
After a few years in South Bend, he moved his family to Chico, California, where he and Lena continued in the real estate business, and raised their family here.
