His assessment that she was born 13 Dec 1815 and not 13 Dec 1813 was a judgement based on her repeated age in a number of census, being where she is;

At Chebogue Yarmouth Co Nova Scotia on 1881 census age 60 born Nova Scotia as Ann
At Rockville Yarmouth Co Nova Scotia on 1891 census age 75 born Nova Scotia as Annie
At Rockville Yarmouth Co Nova Scotia on 1901 census age 85 born 13 Dec 1815 Nova Scotia as Annie widow in household of son Benjamin Eldridge
I did see that she is shown aged 87 on her headstone showing a 20 Jan 1903 death date so this gives support to her indicated birth date based on the census records.
